Royal Assent for residential landlord and tenant reforms


The Renters’ Rights Bill has now received royal assent. This means that it is now an Act of Parliament – the Renters’ Rights Act 2025. However, the Act is not yet fully in force. The most substantial reforms to residential tenancies in the private sector are expected to take effect in Spring 2026. Other reforms, and the abolition of section 21 notices by social landlords will take longer.
This means that abolition of section 21 “no fault” eviction notices has a foundation in law but landlords will be able serve these notices for a few more months.
At Anthony Gold Solicitors, we have not just been following these developments very closely, but during Public Bill Committee stage partner Giles Peaker gave evidence in Parliament.
The Act is without question the biggest shake of residential landlord and tenant law in England for a generation. It touches on almost all aspects of the landlord and tenant relationship. You can read Rooshan Saeed’s summary of the key provisions here.
